It's mostly the same and backwards compatible with 1.0 stages too I believe if you don't add zooming in.
There are some new things that can be done with stages now though, such as better Scaling, Angling, and Blending using interpolate. Here an animation example:

Would cause something Grow Smaller then Large over the course of 200 ticks and repeat.
The BG Doc that comes with Mugen 1.1 includes all the new Stage Configuations and constants, but doesn't include the Interpolate trickery, that should be in the .AIR docs.
Also this is a carry over from Mugen 1.0, but there are StageVars now that characters can use as trigger for Stage detection which is a cool little feature I forgot about. =p

Returns information about the stage. A limited number of parameters are supported.
